Eugene Rezones Santa Clara Neighborhood From Single-Family to Mixed-Use
City planners have advanced a proposal to rezone portions of northwest Eugene's Santa Clara neighborhood from single-family to mixed-use designations.
How we reported this

City planners advanced a rezoning proposal last week that targets 180 acres in Santa Clara for higher-density residential and commercial use.
The move arrives as Eugene faces a documented shortfall of 4,200 housing units through 2030 under the latest Lane Council of Governments forecast. Santa Clara sits outside the core growth corridors that have absorbed most new construction since the 2018 urban growth boundary expansion, leaving its older stock of 1960s ranch homes largely untouched by recent price surges.
Residents along River Road and Horn Lane already see daily traffic from the Lane Transit District Route 51 that connects the neighborhood to the Valley River Center and downtown. A planned extension of the EmX bus rapid transit line, scheduled for environmental review in 2027, would add two stops within the rezoning boundary and directly serve the existing Bethel-Danebo commercial node.
Price trends and parcel data
Redfin records show the median sale price in Santa Clara reached $465,000 in the second quarter of 2026, up 9 percent from the same period in 2025 but still 14 percent below the citywide median of $541,000. The 42 parcels flagged for rezoning currently carry an average assessed value of $312,000, according to Lane County property records updated in May.
Next steps for buyers and owners
The Planning Commission will hold a public hearing on the rezoning ordinance July 22 at the Eugene City Hall council chambers. Property owners inside the proposed overlay can submit comments through the city's online portal until July 18. Investors tracking the area should review the draft code amendments posted on the City of Eugene website, which allow building heights up to four stories and reduced parking minimums within 800 feet of the future EmX stops.
